Good. That's it, I'm going to pull out the line of code that caused
this. It was a short-cut -- if the file had already been unpacked and
parsed, it didn't try to do so again. But that meant if it failed once
it was borked indefinitely.

I'll have to look at why the .jws file is not being packaged -- looks
like it is not getting put into the .war or something.
