Public bug reported:

When mailman gets a bounce for a particular e-mail address, it
automatically sets message delivery to "disabled" for that subscriber.
However, it still attempts to send monthly password reminders to the
subscriber, even when the monthly password reminder for the previous
month bounced (e.g. with "user unknown").

The monthly password reminder routine should check the subscriber's
delivery setting, and if it is "disabled" for all lists, it should not
send the password reminder to that subscriber.
