Short answer, Yes.

I'm not sure if you fully understand the Mailman 2.1 situation. A
standard Mailman 2.1 instance supports multiple domains. The only
restriction is that the same list name cannot exist in more than one
domain. I.e. list names must be unique within a single Mailman
instance. Some installations live quite happily with that restriction;
others can't live with it at all and resort to multiple instances or
patches. That restriction will be removed in Mailman 3.
