Privacy of proposals is entirely the student's choice.  Legally,
neither Google nor Mailman makes any claim to your proposal, except
that you have to give permission to view to mentors and admins.
Otherwise, you *own* your proposal, it's private property.

Making it public does have some advantages to the community, of
course.  How much that matters to you is up to you.
