Please, just submit it. In all past GSoCs you have been able to edit until the deadline day. Google does a good job of keeping their site up even under heavy load just before deadline, but it has crashed in the past, and if it does, that's *your* problem and *we* can't help you. Submit early, edit often. If you want drafts to be publicly available, you are required to have a blog for GSoC, so that's where to put them. If you publish multiple drafts, I suggest converting them to the source format for your blog and keeping them all online for the benefit of the community, rather than publishing a single link to a "living document". Having history available can be a little embarrassing (if you want to dig it's probably easy to find out who's responsible for Heartbleed and for the Bash environment bug!), so it's just a suggestion (not even a recommendation).
