bin/newlist will create a list.
bin/config_list can be used to set non-default settings.
bin/add_members or bin/sync_members can be used to add members.
But I'm concerned about what you are trying to do when you say "I'm
thinking I'll script a way for the users to do this." These commands
should only be used by admins. Are you trying to enable users to create
lists? I don't think that's a good idea. I would think that what you
want is for you to set up an announce only list for each sensor and let
the users subscribe themselves to the list's of interest. See
