Another indication of this issue is a log message in mailman.log saying
Cannot connect to SMTP server localhost on port 25
or whatever the smtp_host: and smtp_port: settings are. This
(misleading) message will appear only once at the time of the first post
to the problem list or just following a restart of Mailman.
