[Mailman-Users] Mailman Header and Footer on Messages Missing

Hi All...   Using Mailman and seems to be operating fairly well.  One thing...   when users send in messages and then they are approved by the admin...the mailing goes out, but no Headers and Footers I defined in the preferences are added to the outgoing message.   Any ideas what I am doing wrong?
