Hi, I have a similar problem as Scott Rogers, but I can not find a solution at all.
I receive 'Internal Server Error' in the browser window and in /var/log/httpd/error_log I receive the 'Premature end of script headers' error. If I execute /home/mailman/cgi-bin/admin being root it outputs the GID error (as expected). If I set the current user to wwwrun (which is running the Apache) and execute /home/mailman/cgi-bin/admin then it works fine and outputs HTML (no GID error!). I wonder why it does not work although there is no GID error for wwwrun (you find the log-messages at the bottom of this message). Thank you.
