I don't think you'd have any problems.  I've done that on some lists.
What you want to edit in listinfo.html is the part that looks like
this:

    <MM-Roster-Form-Start>
    <MM-Roster-Option>
        <MM-Form-End>
      <p>

Sure.  To add a link on the right hand side of the page, you could
change ~mailman/Mailman/Cgi/admin.py like so:
