This is beaten to death in the archives.

You won't find an answer you like. The problem is with diverse character
sets and the proper way that Mail is supposed to handle them. It's
non-intuitive but different character sets require different MIME
envelopes.

Sometimes doing things right, is not the right thing to do... (isn't
that a quote from Bill Gates?)
