I figured out what was going wrong. If I go to http://mailbox.gsu.edu/mailman/create to create a new list, then the links sent out in the emails are correct and have the full domain name.
however, if I go to http://mailbox/mailman/create, then the lists will only have mailman as the domain name for the server. I've submitted a bug on this.
