Mailman should play nice with cygwin which you can install on your
windows 200 machine.

Here's the deal...

You can get Mailman to work on Windows.
It requires so much expertise to get it working that you might as well
simply install a Linux box - on which it is trivial to install.

The choice of a gnu generation is yours to make,
