Not here, I just did a test on one of my lists, I used the "set everyone" to put everyone on moderation and then I unchecked several list member's mod box and clicked the submit button and it worked fine, everyone else stayed on moderation except the ones I unchecked. What version of Mailman are you using? O/S? cPanel?
