Well, if the feature is enabled, the next thing I'd look at is the Mailman logs of outgoing messages as compared to the MTA logs, as well as the cron jobs. You've got a slightly different issue, but the troubleshooting guidelines at <http://www.python.org/cgi-bin/faqw-mm.py?req=show&file=faq03.014.htp> would be a good place to start.
