Yes, but there are known issues with the default archiving tool, and with doing things like adding footers to messages as the pass through the system. These are problems inherent in any MIME/HTML e-mail solution, and are difficult or impossible to solve.

2) How to allow the messages with the attachments.

By default, Mailman will allow all MIME bodypart types to pass through the system unchanged. All you have to do is avoid changing this aspect of the configuration.
