If you want to create lists, you need to use the site administrator's password. No list administration password will suffice.
You also have the option of making a 'list creator' password that gives that user the ability to create lists, but not full administrative access.
~mailman/bin/mmsitepass --help
will explain how to set both the administrator's password and the optional list creator's password.
