It looks like the second is a Drupal site, but the first isn't. Do you have an overly aggressive Apache rewrite rule/RewriteBase in the .htaccess file for its installation that is affecting Mailman? (If you rename .htaccess, does Mailman web access start working?)
I don't doubt you, and I will try it, but why would it work on one machine and not another, both using Apache?
