What I didn't say and should have is that the MTA used for submission may also play a role in this process. There's a lively discussion in the exim-users list archives (sorry, no URL handy). That discussion included a rehash of the issue on the appropriate IETF list (requested by Exim's developer, Philip Hazel--also the father of the PCRE code).
