You could use a FilesMatch directive to restrict access to the cgi scripts you were interested in: <FilesMatch (admin|admindb|create|edithtml|rmlist)> AuthName "Mailman" [...] require valid-user </FilesMatch> (Or a LocationMatch directive in your Apache configuration.)
