It could be lots of things and it's difficult to even begin without more info. Check Mailman's logs. One guess is for some reason the BounceRunner dies and then starts after a restart and processes all the backlogged bounces. The 'qrunner' log might show this. Also check the 'error' log Also check the queues in qfiles.
