It almost certainly is lists left locked by previous failures. This
would appear to be a Debian package issue. In any case, assuming
Mailman is not running ('bin/mailmanctl stop' to stop it if it is),
remove everything from Mailman's locks/ directory. That will clear the
locks and maybe the rest of the update can proceed.
