Good; fast; cheap: Pick any two. You can't have all 3. You left pair.com (good, fast, fairly cheap but not dirt cheap) because you wanted an even cheaper hosting solution. Well, now you know what happens when you go with a cheaper host - they aren't any good (most of your messages never get delivered) and they certainly aren't fast (limiting you to 300 messages per hour!). The only real solution is to find a better host.
