Set up a test list to which you can repeatedly subscribe yourself. Start with no custom templates - just your welcome message. Verify that that works. Then copy the subscribeack.txt template to the lists/<teslist>/en directory which you create. Verify that it still works. Then make incremental changes to lists/<teslist>/en/subscribeack.txt and tests until you find what breaks it. Note one possibility - you must have at least %(welcome)s in your subscribeack.txt template to receive your list welcome message.
