Is Mailman install set to archive?

What is the actual value of ARCHIVE_TO_MBOX ?

Are you using an external archiver? (Check PUBLIC_EXTERNAL_ARCHIVER
and PRIVATE_EXTERNAL_ARCHIVER. Both should be 'No')
