It's this one: https://sourceforge.net/tracker/index.php?func=detail&aid=1164457&group_id=103&atid=300103 (sf.net patch 1164457) After applying that you should be able to just add: SITE_HIDE_LIST_OPTIONS = ['max_message_size'] to mm_cfg.py, and it will remove the option from the admin interface. The patch is for 2.1.5; I haven't tested it against a newer version yet, so hopefully it will apply OK.
