Actually, you don't need to regenerate archives after changing
PUBLIC_ARCHIVE_URL. All the 'archive' links in the archive are
relative. The only time you need to regenerate the archives in order
to fix links is when the list's web_page_url changes (i.e. you've made
changes to DEFAULT_URL_PATTERN or the 'url host' and run fix_url), and
this is only for the links back to the listinfo page.
