If you want to use something like Google to index it, then yes, it must be public so their robot can crawl the archive site. If you have access to the server directly and can add a search engine, the archives can be private. I have a private list with private archives that uses htdig to index the archive. There are a few other search packages you can use and they are mentioned in the FAQ.
