Under Membership Management, "Set everyone's moderation bit, including those members not currently visible" should be set On (assuming you already have people on the list). Under Privacy Options | Sender Filters, set default_member_moderation to Yes. On the same page, set member_moderation_action to Discard. Also on the same page be sure to set generic_nonmember_action to either Reject or Discard.
