Is OutgoingRunner running? If not, are there any messages in Mailman's
'qrunner' log indicating why or when it stopped?

Are there any recent entries in Mailman's 'error', 'smtp', and
'smtp-failure' logs?

Have you tried 'bin/mailmanctl restart'?
