Since User and Group don't work in this environment, either configure Mailman's CGI wrappers to expect the group that Apache runs them as without SuExec, or follow some of the references that I provided or see the FAQ at <http://www.python.org/cgi-bin/faqw-mm.py?req=show&file=faq06.017.htp> and make SuExec work.
