You don't put '$prefix' literally. $ prefix stands for the path you
provided to configure with the --prefix= option (default
/usr/local/mailman).

What is in your Apache configuration now?

What is in Apache's error_log associated with the 404?

What does 'ls -l /usr/local/mailman/cgi-bin' show?
