No. You can configure with

./configure --with-mail-gid=root --with-cgi-gid=www-data

(i.e., don't just add --with-mail-gid=root; you also have to remove
--with-mail-gid=mail) or you can put

group = mail

in the mailman-transport in your Exim configuration.
