Are you certain of that? It could be that the admin has a filter rule in place that duplicates the mail and makes it look like it is sent twice. If it is indeed being sent twice, I would expect the messages to have different message IDs, the time sent may or may not be different. If the message IDs are the same on both copies, I would strongly suspect you are getting bit by a filter rule and Mailman is doing the right thing.
