In the admin interface Privacy options...->Sender filters:
default_member_moderation = No
generic_nonmember_action = Reject
Then go to Membership Management->Membership List, scroll down to
Additional Member Tasks and select Off under "Set everyone's
moderation bit, including those members not currently visible" and
click 'Set' to turn off moderation for any currently moderated members.
