Go to the admin interface web pages and go to the Privacy options...->Subscription rules page and look at the "List of addresses which are banned from membership in this mailing list" (ban_list). There you will find either this person's address or a regular expression that matches this address. If it's a simple address, just remove it from the list and "Submit Your Changes".
