On the admindb page, in the left box of the held messages item, underneath "Action to take on all these held messages:" there are a few checkboxes. The first two of these are "Preserve messages for the site administrator" and "Forward messages (individually) to:". It is the latter of these that is referred to. However, you don't need to do that.
