Did you put it in the existing 'lists/listname/en' directory of your
Mailman installation which may not be
/usr/local/mailman/lists/<listname>/en?

Is this an English language list?

Did you refer to the FAQ for other locations you might want to put the
edited template to make it domain or site wide?
