Are you sure? Have you used tcpdump to look at the packets coming from the server to the client, to see if they're being sent. I'd be willing to bet that the real problem is that your client isn't accepting the cookies, not that they aren't being sent at all.
There's lots of stuff in the FAQ Wiki about cookies and troubleshooting these kinds of problems.
Can anyone give me a hint as to where to start looking?
