cron is not involved. The archiving process is ArchRunner, one of the 8 qrunners that run continuously when Mailman is running. Even if ArchRunner is not running, the messages to be archived will be queued in the archive queue. Since this is not happening, I think archiving for the list must have been turned off. What is the setting for "Archive messages?" on the list's Archiving Options page? As far as the shunted messages are concerned, there should be an error message and a traceback for each one of these in Mailman's error log. What are these? Also, you can see the messages themselve by pointing Mailman's bin/dumpdb or bin/show_qfiles at the .pck files.
