This warning does not come from standard GNU Mailman. It is something implemented by the packager of the downstream package (suse). If web access to your Mailman installation is working, you apparently didn't do it the suse way. I'm only guessing, but I suspect that this warning is not implemented in mailmanctl but rather in the init script that starts Mailman. I suggest you look at that script and determine what it's looking for.
