Well, the problem here is that your ScriptAlias for /mailman/ needs to
point to *mailman's* cgi-bin directory.

In FreeBSD, on my system, for example, it is where I showed you..
/usr/local/mailman/cgi-bin/

So unless mailman's cgi-bin directory is in
/web/lists.suffolk.edu/DocumentRoot/cgi-bin.....
