That depends on exactly what you mean by "hosting provider". If you have contracted for the whole host (including a VM), and the "preinstalled" software is done as a service for you, maybe. (It's not obvious, though, and IANAL.) Mostly, it's a Catch-22. You only receive GPL rights if you've received at least some of the code already.
