Only if DEFAULT_SERVER_LANGUAGE = 'en'. If you set

in mm_cfg.py the listinfo overview will be in Russian and in Mailman's
character set fo Russian.

Do not do this. Just set DEFAULT_SERVER_LANGUAGE = 'ru' as I suggest above.
