If you get into customize mode for that toolbar (right-click on it, customize), you'll see the name of the button is 'Smart Reply'... But yeah, it looks like it is placed there by default now. Now, I just wish the button was made available to the main toolbars too. A couple of years ago, I had opened a bug requesting a new button with the exact same name, then a few months after I opened that bug, I found the one in the message header toolbar (not sure when it was introduced). I then changed my bug to request that the button be available to all toolbars, but it didn't go anywhere.
