I'm guessing you want something analogous to Mailman's subscription confirmation process and that's why you're thinking of Mailman, but it would be simpler and more straightforward to just send the email outside of Mailman. Mailman is designed to send messages to the members of lists, not to arbitrary individuals. Mailman uses Python's smtplib to send mail (<https://docs.python.org/3/library/smtplib.html> for Python3, <https://docs.python.org/2/library/smtplib.html> for Python2.7).
