This does not look like a Mailman configuration issue. This is
something easily done in your Apache configuration.
Try this:
ScriptAlias /mailman /usr/lib64/mailman/cgi-bin/
(or whatever your actual path is)
<Location /mailman>
SetHandler cgi-script
Options +MultiViews
Require all granted
</Location>
