Looks like you already have 2.1.14 installed in /usr/local/mailman, why downgrade to .12? Some downgrades are safe (no data/format changes), some are not (I don't know about 14->12). Either way, a full backup of the mailman hierarchy is in order before changing anything.

That said, you really ought to go with the latest, which is 2.1.33, unless there's a really good reason not to.
