It depends what you mean by manage. The MM 2.1 email command interface does allow users to manage some aspects of their subscriptions, but there is nothing for managing the list configuration. MM3 has an email command interface, but it is more limited that that for MM 2.1. Users can subscribe and unsubscribe by email and list admins and, depending on list config, list members can get a list of members, but that's currently about it.
