In the Topics section of the admin UI you define topics via regexps to match against the Subject: or Keywords: (if one) message header(s) or pseudo headers in the message body. Each topic has a name and description.
It's possible to have Procmail scan the full body of messages for keywords and automatically generate a Keywords pseudo header that Mailman can then key off of. I've used this with great success for years.
